The arrondissement mayor commits and authorises expenditure entered in the special statement once it has become enforceable, in accordance with the rules applicable to expenditure authorised by the mayor of the commune or by the mayor of Paris.
If the arrondissement mayor fails to authorise a compulsory expenditure provided for in the budget, the mayor of the commune or the mayor of Paris gives him formal notice to do so.
If the borough mayor fails to make the payment within the following month, the mayor of the municipality or the mayor of Paris shall automatically make the payment.
The borough may make transfers from article to article within the same chapter up to a limit of one-fifth of the initial allocation for the chapter of the special statement. Beyond this, the transfer is subject to a joint decision by the mayor of the commune or the mayor of Paris and the arrondissement mayor.
The accounting officer of the commune or the City of Paris is responsible for executing the expenditure operations provided for in the arrondissement’s special statement.
