Article L2541-14 of the French General Code of Local Authorities

The town council is called upon to give its opinion on matters which, for this purpose, are referred to it by law or by the State representative in the department.

It must give its opinion:

1° On the delimitation of the districts of recognised religions, insofar as these districts concern the territory of the commune or part of this territory;

2° On draft budgets, as well as on the accounts of public establishments subsidised from communal funds or administered with the guarantee of the commune;

3° On authorisations to borrow, acquire, exchange or dispose of property, to litigate or settle, requested by church fabriques and other religious administrations.

Le conseil municipal est appelé à donner son avis sur les questions qui, à cet effet, lui sont renvoyées par la loi ou par le représentant de l’Etat dans le département.

Il donne obligatoirement son avis :

1° Sur la délimitation des circonscriptions des cultes reconnus, en tant que ces circonscriptions intéressent le territoire de la commune ou une partie de ce territoire ;

2° Sur les projets de budget, ainsi que sur les comptes des établissements publics subventionnés sur les fonds communaux ou administrés avec la garantie de la commune ;

3° Sur les autorisations d’emprunter, d’acquérir, d’échanger ou d’aliéner des immeubles, de plaider en justice ou de transiger, demandées par des fabriques d’églises et autres administrations cultuelles.
