The mayor convenes the town council as often as business requires. The Town Council may also decide to hold regular meetings on certain specified days; but, in this case, the matters to be discussed and decided are also, except in cases of urgency, communicated at least three days before the meeting.

In municipalities with a population of 3,500 or more, the municipal council draws up its rules of procedure within six months of taking office. The rules of procedure previously adopted continue to apply until the new rules of procedure are drawn up. The rules of procedure may be referred to the administrative court.

At each of its meetings, the Town Council appoints its secretary.

The mayor may prescribe that municipal officials attend the meetings.

With a view to preparatory discussion of certain matters within its remit and preparation of its decisions, the Town Council may elect special committees. The mayor chairs them. He may delegate a deputy or a member of the Town Council for this purpose. Resolutions are passed by a majority vote; in the event of a tie, the chairman has the casting vote.
