Article L2541-18 of the French General Code of Local Authorities

An objection against a decision of the municipal council due to the participation of the mayor, a deputy mayor or members of the municipal council in a deliberation on matters in which they are personally interested or as agents is brought before the administrative court within ten days of the date on which the contested decision was taken. It may be brought by any municipal elector of the municipality as well as by the representative of the State in the department.

It is judged by way of full jurisdiction.

The judgment of the administrative court is final, subject to appeal to the Supreme Court.

L’opposition contre une décision du conseil municipal à raison de la participation du maire, d’un adjoint ou de membres du conseil municipal à une délibération sur des affaires dans lesquelles ils sont intéressés personnellement ou comme mandataires est portée devant le tribunal administratif dans les dix jours de la date à laquelle la décision attaquée a été prise. Elle peut être formée par tout électeur municipal de la commune ainsi que par le représentant de l’Etat dans le département.

Elle est jugée par la voie de la pleine juridiction.

Le jugement du tribunal administratif est définitif, sous réserve du recours en cassation.
