Article L2541-8 of the French General Code of Local Authorities

With a view to preparatory discussion of certain matters within its remit and preparation of its decisions, the Town Council may elect special committees.

The mayor chairs them. He may delegate a deputy or a member of the Town Council for this purpose.

Resolutions are passed by a majority vote; in the event of a tie, the chairman has the casting vote.

En vue d’une discussion préparatoire de certaines affaires de sa compétence et de la préparation de ses décisions, le conseil municipal peut élire des commissions spéciales.

Le maire les préside. Il peut déléguer à cet effet un adjoint ou un membre du conseil municipal.

Les résolutions y sont prises à la majorité des voix ; en cas de partage, la voix du président est prépondérante.
