Article L2541-12 of the French General Code of Local Authorities

The municipal council deliberates in particular on the following matters:

1° The creation and abolition of permanent communal jobs in the communal administration;

2° The allocation of retirement pensions to municipal employees covered by communal pension funds;

3° The creation of communal services, bodies and establishments ;

4° The acquisition, alienation and pledging of communal property, the constitution and cancellation of real estate rights, the insurance of communal buildings against fire, the terms of farm or rental leases, as well as the division of property that the commune owns in undivided ownership with other owners;

5° Borrowing ;

6° Building or reconstruction projects, as well as major repairs and demolitions;

7° The opening and modification of communal roads and public squares, as well as their alignment plans;

8° The acceptance of gifts and legacies;

9° Acts of renunciation and gifts from the communes ;

10° The allocation of grants for general interest and charitable purposes;

11° The cancellation of mortgage registrations made in favour of the commune and the withdrawal of formalities for the purging of mortgages;

12° The exercise of the right to graze and range;

13° Guarantee commitments;

14° Transactions.

In addition, the municipal council deliberates on matters that laws and regulations refer to it for consideration.

In municipalities belonging to a conurbation of more than 100,000 inhabitants, the municipal council deliberates on the conditions for exercising hunting rights on land subject to heavy public use.

Le conseil municipal délibère notamment sur les objets suivants :

1° La création et la suppression d’emplois communaux permanents de l’administration communale ;

2° L’allocation de pensions de retraite aux employés municipaux relevant de caisses de retraite communales ;

3° La création de services, d’organismes et d’établissements communaux ;

4° L’acquisition, l’aliénation et le nantissement de biens communaux, la constitution et la suppression de droits immobiliers, l’assurance des bâtiments communaux contre l’incendie, les conditions de baux à ferme ou à loyer, ainsi que le partage des biens que la commune possède par indivis avec d’autres propriétaires ;

5° Les emprunts ;

6° Les projets de constructions ou de reconstructions, ainsi que de grosses réparations et de démolitions ;

7° L’ouverture et la modification des voies communales et places publiques, ainsi que leurs plans d’alignement ;

8° L’acceptation des dons et legs ;

9° Les actes de renonciation et des libéralités des communes ;

10° L’allocation de subventions à des fins d’intérêt général et de bienfaisance ;

11° La radiation d’inscriptions hypothécaires prises au profit de la commune et le désistement des formalités de la purge des hypothèques ;

12° L’exercice du droit de vaine pâture et de parcours ;

13° Les engagements en garantie ;

14° Les transactions.

Le conseil municipal délibère, en outre, sur les questions que les lois et règlements renvoient à son examen.

Dans les communes appartenant à une agglomération de plus de 100 000 habitants, le conseil municipal délibère sur les conditions d’exercice du droit de chasse sur les terrains soumis à une forte fréquentation du public.
