Article L2542-11 of the French General Code of Local Authorities

When the minister of a religion, on any pretext whatsoever, refuses his ministry for the burial of a body, the mayor, either ex officio or at the request of the family, appoints another minister of the same religion to perform these duties.

In all cases, the mayor is responsible for having the body carried, presented, deposited and buried.

Lorsque le ministre d’un culte, sous quelque prétexte que ce soit, refuse son ministère pour l’inhumation d’un corps, le maire, soit d’office, soit sur la réquisition de la famille, commet un autre ministre du même culte pour remplir ces fonctions.

Dans tous les cas, le maire est chargé de faire porter, présenter, déposer et inhumer le corps.
