Article L321-1-2 of the French Insurance Code

The Autorité de contrôle prudentiel et de résolution shall consult the authority responsible for the supervision of credit institutions or investment firms in the Member State concerned, when deciding on an application for authorisation submitted by a subsidiary of a credit institution or investment firm authorised in a Member State or in another State party to the Agreement on the European Economic Area or by a subsidiary of the parent undertaking of an investment firm or credit institution authorised in a Member State or in another State party to the Agreement on the European Economic Area or by an undertaking controlled by a person, a natural or legal person who also controls an investment firm authorised or a credit institution authorised in a Member State or in another State party to the Agreement on the European Economic Area.

L’Autorité de contrôle prudentiel et de résolution consulte l’autorité chargée de la surveillance des établissements de crédit ou des entreprises d’investissement de l’Etat membre concerné, lorsqu’elle se prononce sur une demande d’agrément présentée par une filiale d’un établissement de crédit agréé ou d’une entreprise d’investissement agréée dans un Etat membre ou dans un autre Etat partie à l’accord sur l’Espace économique européen ou par une filiale de l’entreprise mère d’une entreprise d’investissement agréée ou d’un établissement de crédit agréé dans un Etat membre ou dans un autre Etat partie à l’accord sur l’Espace économique européen ou par une entreprise contrôlée par une personne, physique ou morale, qui contrôle également une entreprise d’investissement agréée ou un établissement de crédit agréé dans un Etat membre ou dans un autre Etat partie à l’accord sur l’Espace économique européen.
