Article L3221-10 of the French General Code of Local Authorities

The chairman of the departmental council may perform all conservatory acts and acts interrupting forfeiture.

He may always, as a precautionary measure, accept gifts and legacies. The decision of the departmental council , which then takes place pursuant to article L. 3213-6, takes effect from the day of such acceptance.
