Article L331-5 of the French Sports Code

Any natural or legal person governed by private law, other than a sports federation, who organises an event open to licence holders in a discipline for which authority has been delegated in accordance with article L. 131-14 and involving the award of prizes in cash or in kind, the value of which exceeds an amount set by order of the Minister responsible for sport, must obtain authorisation from the delegating federation concerned.

This authorisation is subject to compliance with the regulations and rules mentioned in article L. 131-16 and to the conclusion between the organiser and the delegating federation of a contract containing mandatory provisions laid down by decree.

Article L331-5

Toute personne physique ou morale de droit privé, autre que les fédérations sportives, qui organise une manifestation ouverte aux licenciés d’une discipline qui a fait l’objet d’une délégation de pouvoir conformément à l’article L. 131-14 et donnant lieu à remise de prix en argent ou en nature dont la valeur excède un montant fixé par arrêté du ministre chargé des sports, doit obtenir l’autorisation de la fédération délégataire concernée.

Cette autorisation est subordonnée au respect des règlements et règles mentionnés à l’article L. 131-16 et à la conclusion entre l’organisateur et la fédération délégataire d’un contrat comprenant des dispositions obligatoires fixées par décret.
