Any natural or legal person governed by private law, other than a sports federation, who organises an event open to licence holders in a discipline for which authority has been delegated in accordance with article L. 131-14 and involving the award of prizes in cash or in kind, the value of which exceeds an amount set by order of the Minister responsible for sport, must obtain authorisation from the delegating…

Organising a sporting event under the conditions set out in article L. 331-5 without the authorisation of the delegating federation is punishable by a fine of 15,000 euros.

Any licence holder who takes part in an event without the authorisation of the federation of which he is a member is liable to disciplinary action as provided for in the rules of that federation.

The organisation of motor vehicle races on roads open to public traffic is subject to authorisation under article L. 411-7 of the Highway Code.

Declarations of sporting events taking place on public roads within the territory of a single municipality and not involving the participation of motor vehicles are transferred to the mayor of the municipality concerned or to the Préfet de Police in Paris. The conditions for the application of this article are laid down by decree in the Conseil d’Etat.
