Article L341-7 of the French Tourism Code

Before being connected to the sea or to existing harbour basins, basins and water areas intended to accommodate pleasure craft must be incorporated into the public domain, with a quayside strip, connected to the public highway, of sufficient width for the circulation and operation of the installations.

Avant d’être mis en communication avec la mer ou avec des bassins portuaires existants, les bassins et plans d’eau destinés à l’accueil des navires de plaisance doivent être incorporés au domaine public, avec une bande bord à quai, reliée à la voirie publique, d’une largeur suffisante pour la circulation et l’exploitation des installations.
