Article L3641-6 of the French General Code of Local Authorities

The metropolis of Lyon is associated as of right with the preparation, review and modification of planning schemes and documents relating to development, economic development and innovation, transport and the environment, higher education and research, the list of which is set by decree in the Council of State and which fall within the remit of the State, a territorial authority or their public establishments, when these schemes and documents have an impact or effect on its territory.

The Lyon metropolitan area is automatically involved in the preparation of the State-region plan contract, which includes a specific section for its territory.

La métropole de Lyon est associée de plein droit à l’élaboration, à la révision et à la modification des schémas et documents de planification en matière d’aménagement, de développement économique et d’innovation, de transports et d’environnement, d’enseignement supérieur et de recherche, dont la liste est fixée par décret en Conseil d’Etat et qui relèvent de la compétence de l’Etat, d’une collectivité territoriale ou de leurs établissements publics, lorsque ces schémas et documents ont une incidence ou un impact sur son territoire.

La métropole de Lyon est associée de plein droit à l’élaboration du contrat de plan Etat-région, qui comporte un volet spécifique à son territoire.
