Un arrêté conjoint des ministres chargés des collectivités territoriales et du budget fixe, après un avis motivé de la commission mentionnée à l’article L. 3663-3 adopté à la majorité de ses membres, le montant de la dotation de compensation métropolitaine.

Si cette dotation de compensation métropolitaine doit être versée au profit du département du Rhône, elle constitue alors une dépense obligatoire de la métropole de Lyon, que cette dernière finance sur ses recettes de fonctionnement.
