Organisations providing training to obtain and maintain flight crew qualifications and, at their request, other aeronautical qualifications, as well as organisations or, where applicable, individuals providing training to obtain and maintain qualifications, must be approved by the Minister responsible for civil aviation. The conditions for approval are set by ministerial decree. They cover organisation, human and material resources, financial guarantees and training and operational programmes.
Training organisations for non-professional licences may not be approved and must declare their activity to the Minister for Civil Aviation, under conditions set by ministerial order.
Synthetic flight trainers intended for training or maintaining the skills of flight personnel must be approved in accordance with the technical conditions defined by ministerial order. This approval is also subject to the operator demonstrating its ability to maintain compliance of the equipment with these technical conditions.
