Article L410-3 of the French Civil Aviation Code

Organisations providing training to obtain and maintain flight crew qualifications and, at their request, other aeronautical qualifications, as well as organisations or, where applicable, individuals providing training to obtain and maintain qualifications, must be approved by the Minister responsible for civil aviation. The conditions for approval are set by ministerial decree. They cover organisation, human and material resources, financial guarantees and training and operational programmes.

Training organisations for non-professional licences may not be approved and must declare their activity to the Minister for Civil Aviation, under conditions set by ministerial order.

Synthetic flight trainers intended for training or maintaining the skills of flight personnel must be approved in accordance with the technical conditions defined by ministerial order. This approval is also subject to the operator demonstrating its ability to maintain compliance of the equipment with these technical conditions.

Les organismes dispensant la formation pour l’obtention et le maintien des titres aéronautiques du personnel navigant professionnel et, sur leur demande, des autres titres aéronautiques ainsi que les organismes ou, le cas échéant, les personnes physiques dispensant la formation pour l’obtention et le maintien des qualifications doivent être agréés par le ministre chargé de l’aviation civile. Les conditions d’agrément sont fixées par arrêté ministériel. Elles portent sur l’organisation, les moyens humains et matériels, les garanties financières ainsi que sur les programmes de formation et d’opérations.

Les organismes de formation aux licences non professionnelles peuvent ne pas être agréés et doivent déclarer leur activité au ministre chargé de l’aviation civile, dans des conditions fixées par arrêté ministériel.

Les entraîneurs synthétiques de vol destinés à la formation ou au maintien des compétences du personnel navigant doivent être homologués selon des conditions techniques définies par arrêté ministériel. Cette homologation est en outre soumise à la démonstration par l’opérateur de sa capacité à maintenir la conformité du matériel à ces conditions techniques.
