Notwithstanding 1° of article L. 4111-1, they may be individually authorised by the Minister for Health or, by delegation, by the Director General of the National Management Centre, after obtaining the opinion of the competent National Council of the Order, to practise medicine or dental surgery on a temporary basis as part of specialised training carried out in France in approved training centres for interns in public or private not-for-profit health establishments, when they meet the conditions laid down by decree in the Conseil d’Etat relating to the duration, procedures and places of practice as well as the theoretical and practical courses that must be validated:
1° Foreign medical interns and medical students who have validated their medical training in a State other than a Member State of the European Union, a State party to the Agreement on the European Economic Area or the Swiss Confederation and who have been authorised to pursue specialised medical training in their country of origin, who come to France to complete a third cycle of medical studies within the framework provided for in 3° of article L. 632-12 of the Education Code or within the framework of a bilateral cooperation agreement with France, when the speciality diploma they are pursuing requires the performance of full hospital duties in order to be validated;
2° Specialist doctors or dental surgeons who hold a specialist diploma enabling them to practise the said speciality effectively and lawfully in their country of origin, who come to France under a bilateral cooperation agreement or a cooperation agreement between, on the one hand, a person governed by public or private law and, on the other hand, a public or private not-for-profit health establishment in application of article L. 6134-1 of this code or a French university, or both of these entities, for further training in their discipline or speciality.
