Doctors, dental surgeons and midwives practising in a department are entered on a register drawn up and kept up to date by the departmental council of the association to which they belong.
This register is forwarded to government departments and made available to the public under conditions set by decree.
No person may be entered on this roll unless he fulfils the conditions required by this Title and in particular the necessary conditions of good character, independence and competence.
An entry decision may only be withdrawn if it is unlawful and within a period of four months. After this period, the decision may only be withdrawn at the express request of its beneficiary.
It is the responsibility of the departmental council to keep the roll up to date and, if necessary, to remove from it practitioners who, as a result of circumstances arising after their registration, have ceased to fulfil these conditions.
A doctor, dental surgeon or midwife may only be registered on one register, which is that of the department in which he or she has his or her professional residence, unless an exemption is provided for in the code of ethics referred to in article L. 4127-1.
A doctor, dental surgeon or midwife registered or recorded as such in a State which is not part of the European Union or which is not party to the Agreement on the European Economic Area may not be entered on the roll of the Order to which he/she belongs.
