Article L4231-7-1 of the French General Code of Local Authorities

The president of the regional council brings actions on behalf of the region by virtue of the decision of the regional council and may, with the assent of the standing committee, defend any action brought against the region.

He may, by delegation of the Regional Council, be instructed for the duration of his term of office to bring legal actions in the name of the region or to defend the region in actions brought against it, in cases defined by the Regional Council. He shall report to the next meeting of the Regional Council on the exercise of this competence.

Article L4231-7-1

Le président du conseil régional intente les actions au nom de la région en vertu de la décision du conseil régional et il peut, sur l’avis conforme de la commission permanente, défendre à toute action intentée contre la région.

Il peut, par délégation du conseil régional, être chargé pour la durée de son mandat d’intenter au nom de la région les actions en justice ou de défendre la région dans les actions intentées contre elle, dans les cas définis par le conseil régional. Il rend compte à la plus proche réunion du conseil régional de l’exercice de cette compétence.
