Article L4231-8 of the French General Code of Local Authorities

The President, by delegation of the Regional Council, may be entrusted, for the duration of his term of office, with taking any decision concerning the preparation, award, performance and settlement of contracts and framework agreements, as well as any decision concerning amendments thereto, when the appropriations are entered in the budget.

The President of the Regional Council shall report on the exercise of this competence at the next useful meeting of the Regional Council and shall inform the Permanent Commission thereof.

Article L4231-8

Le président, par délégation du conseil régional, peut être chargé, pour la durée de son mandat, de prendre toute décision concernant la préparation, la passation, l’exécution et le règlement des marchés et des accords-cadres, ainsi que toute décision concernant leurs avenants , lorsque les crédits sont inscrits au budget.

Le président du conseil régional rend compte à la plus proche réunion utile du conseil régional de l’exercice de cette compétence et en informe la commission permanente.
