Article L4231-8-1 of the French General Code of Local Authorities

Where Article L. 4231-8, the decision of the Regional Council or the Permanent Commission instructing the President of the Regional Council to award a specific contract or framework agreement may be taken before the award procedure for this contract or framework agreement is initiated. In this case, the decision must include a definition of the scope of the need to be met and the estimated value of the contract or framework agreement.

Article L4231-8-1

Lorsqu’il n’est pas fait application de l’article L. 4231-8, la délibération du conseil régional ou de la commission permanente chargeant le président du conseil régional de souscrire un marché ou un accord-cadre déterminé peut être prise avant l’engagement de la procédure de passation de ce marché ou de cet accord-cadre. Elle comporte alors obligatoirement la définition de l’étendue du besoin à satisfaire et le montant prévisionnel du marché ou de l’accord-cadre.
