The regional plan for spatial planning, sustainable development and territorial equality is adopted by decision of the regional council within three years of the general renewal of the regional councils.
It is approved by order of the representative of the State in the region. The latter shall ensure that the Regional Council has complied with the preparation procedure provided for in this chapter, that the information provided for in Article L. 4251-5 has been taken into account and that it complies with the laws and regulations in force and with national interests.
If the State representative in the region does not approve the outline plan on the grounds that it does not comply, in whole or in part, with the laws and regulations in force or with national interests, he shall notify the Regional Council by means of a reasoned decision, which shall specify the amendments to be made to the outline plan. The regional council has a period of three months from the date of notification to take into account the requested modifications.
On the date of publication of the decree approving the regional plan for spatial planning, sustainable development and territorial equality, the authority competent to adopt one of the planning, programming or policy documents that the plan replaces declares its repeal.
