Article L4381-4 of the French Public Health Code

Without prejudice to France’s international commitments in the field of health cooperation, and in particular its commitments in favour of mutually supportive development, the competent authority may also, after obtaining the opinion of a commission, individually authorise nationals of a State which is not a member of the European Union or a party to the Agreement on the European Economic Area to practise the professions referred to in this book as well as those referred to in articles L. 1132-1, L. 4241-1 and L. 4241-13.

They must hold evidence of formal qualifications obtained in a Member State of the European Union or party to the Agreement on the European Economic Area and their professional experience may be attested by any means.

Authorisations are issued individually in accordance with the procedure and conditions laid down for the recognition of the professional qualifications of Community nationals. Practitioners are subject to the rules governing conditions of practice and professional rules applicable in France.

Sans préjudice des engagements internationaux de la France en matière de coopération sanitaire, et notamment de ses engagements en faveur du développement solidaire, l’autorité compétente peut également, après avis d’une commission, autoriser individuellement les ressortissants d’un Etat non membre de l’Union européenne ou non partie à l’accord sur l’Espace économique européen à exercer les professions citées au présent livre ainsi que celles mentionnées aux articles L. 1132-1, L. 4241-1 et L. 4241-13.

Ils doivent être titulaires d’un titre de formation obtenu dans un Etat membre de l’Union européenne ou partie à l’accord sur l’Espace économique européen et leur expérience professionnelle peut être attestée par tout moyen.

Les autorisations sont délivrées individuellement selon la procédure et les modalités prévues pour la reconnaissance des qualifications professionnelles des ressortissants communautaires. Les praticiens sont soumis aux règles relatives aux conditions d’exercice ainsi qu’aux règles professionnelles applicables en France.
