For each of the professions mentioned in Titles I to VII of this Book, the number of students or pupils admitted to undertake studies with a view to the award of the diplomas, certificates or other evidence of formal qualifications required to practise the profession in question may be set on an annual or multi-annual basis.
Where the choice is made to determine a number of students or pupils to be admitted in the first year for a given course, this number is set :
1° For courses leading to a higher education diploma, by order of the ministers responsible for health and higher education, who shall first obtain a proposal from the region ;
2° For other training courses, by order of the Minister for Health, who sets this number on the basis of the regional health training plan mentioned in I of article L. 214-13 of the Education Code and taking into account needs in terms of jobs and skills.
Where it differs from the proposal made by the region, the order provided for in 1° of this article is justified in the light of the analysis of the needs of the population and the prospects for professional integration.
In each region, the number of students or pupils to be admitted to the first year of a given course is allocated between the institutes or schools by the Regional Council, on the basis of the regional health training plan.
