Article L5211-11-3 of the French General Code of Local Authorities

The creation of a conference of mayors is compulsory in public establishments of inter-municipal cooperation with their own tax status, except where the bureau of the public establishment already includes all the mayors of the member communes.

The conference of mayors is chaired by the president of the public establishment of inter-municipal cooperation with its own tax status.
The conference of mayors is chaired by the president of the public inter-municipal cooperation body with its own tax system. In addition to the president of the establishment, it includes the mayors of the member municipalities.

The conference of mayors meets on the basis of an agenda.
It meets, on a set agenda, at the initiative of the president of the public inter-municipal cooperation establishment with its own tax status or, within the limit of four meetings per year, at the request of one third of the mayors.

La création d’une conférence des maires est obligatoire dans les établissements publics de coopération intercommunale à fiscalité propre, sauf lorsque le bureau de l’établissement public comprend déjà l’ensemble des maires des communes membres.


La conférence des maires est présidée par le président de l’établissement public de coopération intercommunale à fiscalité propre. Outre le président de l’établissement, elle comprend les maires des communes membres.


Elle se réunit, sur un ordre du jour déterminé, à l’initiative du président de l’établissement public de coopération intercommunale à fiscalité propre ou, dans la limite de quatre réunions par an, à la demande d’un tiers des maires.
