Article L5211-13-1 of the French General Code of Local Authorities

According to the conditions set out in an annual resolution, the deliberative body of the public establishment for inter-communal cooperation may make a vehicle available to its members or to the public establishment’s employees when this is justified by the performance of their mandates or duties.

Any other benefit in kind is subject to a resolution specifying the name of the vehicle and the terms and conditions of use.

Selon des conditions fixées par une délibération annuelle, l’organe délibérant de l’établissement public de coopération intercommunale peut mettre un véhicule à disposition de ses membres ou des agents de l’établissement public lorsque l’exercice de leurs mandats ou de leurs fonctions le justifie.

Tout autre avantage en nature fait l’objet d’une délibération nominative, qui en précise les modalités d’usage.
