The departmental commission for inter-municipal cooperation draws up and updates a report on inter-municipal cooperation in the department. It may formulate any proposal aimed at strengthening inter-municipal cooperation. To this end, it hears representatives of the local authorities concerned, at their request. The State representative in the department consults it on any project to create a public establishment for inter-communal cooperation, under the conditions set out in article L. 5211-5, and on any project to create a mixed syndicate. It is consulted by the State representative in the department or at the request of 20% of its members. It is also consulted on any project to modify the perimeter of a public establishment for inter-communal cooperation or to merge such establishments which differs from the proposals of the departmental scheme for inter-communal cooperation provided for in article L. 5210-1-1. It is informed of any project to associate communes with a view to drawing up an intermunicipal development and planning charter. Its proposals and observations are made public.
The departmental commission for inter-communal cooperation, consulted by the representative of the State in the department on any request to withdraw from a syndicate of communes in application of articles L. 5212-29, L. 5212-29-1 and L. 5212-30, from a community of communes in application of article L. 5214-26, or an agglomeration community in application of article L. 5216-11 is made up of half of the members elected by the college referred to in 1° of article L. 5211-43, including two members representing municipalities with fewer than 2,000 inhabitants, one quarter of the members elected by the college referred to in 2° of the same article L. 5211-43, and one half of the college referred to in 3° of the same article L. 5211-43.
At the end of the year, the Board of Directors will be chaired by the Chairman of the Board of Directors.
