Article L5211-52 of the French General Code of Local Authorities

No consultation of the electors of the communes that are members of a public establishment for inter-municipal cooperation may take place from 1 January of the calendar year preceding the year of the general renewal of the municipal councils or during the electoral campaigns preceding the elections by direct or indirect universal suffrage. Two consultations on the same subject may not take place within a period of less than two years.

A period of one year must elapse between two consultations.

Aucune consultation des électeurs des communes membres d’un établissement public de coopération intercommunale ne peut avoir lieu à partir du 1er janvier de l’année civile qui précède l’année du renouvellement général des conseils municipaux ni durant les campagnes électorales précédant les élections au suffrage universel direct ou indirect. Deux consultations portant sur un même objet ne peuvent intervenir dans un délai inférieur à deux ans.

Un délai d’un an doit s’écouler entre deux consultations.
