Article L5212-34 of the French General Code of Local Authorities

A syndicate that has not carried out any activity for at least two years may be dissolved by order of the representative(s) of the State in the department(s) concerned after receiving the opinion of the municipal councils of the member communes.

This opinion is deemed favourable if it has not been given at the end of a period of three months following notification of the proposal for dissolution made by the representative(s) of the State.

Article L5212-34

Le syndicat qui n’exerce aucune activité depuis deux ans au moins peut être dissous par arrêté du ou des représentants de l’Etat dans le ou les départements concernés après avis des conseils municipaux des communes membres.

Cet avis est réputé favorable s’il n’a pas été rendu à l’issue d’un délai de trois mois suivant la notification de la proposition de dissolution faite par le ou les représentants de l’Etat.
