Article L5215-30 of the French General Code of Local Authorities

A decree in the Conseil d’Etat sets the conditions under which the technical services of the urban community provide maintenance for roads temporarily retained by the communes.

In addition, in the other areas of competence retained by the communes, the urban community may, under the conditions laid down by deliberation of the community council, make its technical services available to those of the communes that so request.

The mayor directly addresses to the heads of the services made available all the instructions necessary for the execution of the tasks that he entrusts to the said services. He supervises the performance of these tasks.

He may, under his supervision and responsibility, by order, delegate his signature to the heads of the said departments for the performance of the tasks he entrusts to them in application of the previous paragraph.

Un décret en Conseil d’Etat fixe les conditions dans lesquelles les services techniques de la communauté urbaine assurent l’entretien des voies conservées temporairement par les communes.

En outre, dans les autres domaines de compétences conservées par les communes, la communauté urbaine peut, dans les conditions fixées par délibération du conseil de communauté, mettre ses services techniques à la disposition de celles des communes qui en font la demande.

Le maire adresse directement aux chefs de service mis à disposition toutes les instructions nécessaires à l’exécution des tâches qu’il confie auxdits services. Il contrôle l’exécution de ces tâches.

Il peut donner, sous sa surveillance et sa responsabilité, par arrêté, délégation de signature aux chefs desdits services pour l’exécution des missions qu’il leur confie en application de l’alinéa précédent.
