Article L5722-7-1 of the French General Code of Local Authorities

Mixed syndicates composed exclusively or jointly of communes, départements, regions, or public establishments for inter-communal cooperation may also institute, under the conditions provided for in article L. 2333-64, the payment intended for the financing of mobility services, when they are competent for the organisation of mobility.

Mixed syndicates mentioned in articles L. 5711-1 and L. 5721-2 of this code with jurisdiction over mobility may, by reasoned decision, reduce or zero the rate of the payment, on the perimeters of the public inter-communal cooperation establishments that make them up, according to a criterion that they determine on the basis of population density and fiscal potential defined in article L. 2334-4. The reduction in the rate is in proportion to the difference noted, on the basis of this criterion, between the different public establishment perimeters making up the syndicate.

Les syndicats mixtes composés exclusivement ou conjointement de communes, de départements de régions, ou d’établissements publics de coopération intercommunale peuvent également instituer, dans les conditions prévues à l’article L. 2333-64, le versement destiné au financement des services de mobilité, lorsqu’ils sont compétents pour l’organisation de la mobilité.

Les syndicats mixtes mentionnés aux articles L. 5711-1 et L. 5721-2 du présent code compétents en matière de mobilité peuvent, par décision motivée, réduire ou porter à zéro le taux du versement, sur les périmètres des établissements publics de coopération intercommunale qui les composent, selon un critère qu’ils déterminent à partir de la densité de la population et du potentiel fiscal défini à l’article L. 2334-4. La réduction du taux est en rapport avec l’écart constaté, en se fondant sur ce critère, entre les différents périmètres d’établissement public composant le syndicat.
