At least twelve days before the meeting of the Assembly of French Guyana, the President shall send the councillors a report, in whatever form, on each of the matters that must be submitted to them.
The projects on which the Economic, Social, Environmental, Cultural and Education Council is obligatorily and previously consulted shall be sent simultaneously, in whatever form, to the councillors.
The reports and drafts referred to in the first two paragraphs may be made available to councillors who so wish by secure electronic means; such availability shall be the subject of a notice sent to each of these councillors under the conditions laid down in the first paragraph.
Without prejudice to the provisions of article L. 7122-18, in the event of an emergency, the time limit provided for in the first paragraph of this article may be shortened by the President of the Assembly, without however being able to be less than one clear day.
The President of the Assembly shall give an account at the opening of the meeting of the Assembly of French Guyana, which shall rule on the emergency and may decide to refer the discussion, in whole or in part, to the agenda of a subsequent meeting.
