Any councillor to the Assembly of French Guyana who, without a valid excuse, has refused to carry out one of the functions devolved upon him by the laws shall be declared to have resigned by the Council of State. The refusal results either from an express declaration addressed to those entitled or made public by its author, or from persistent abstention after warning from the authority responsible for convening.
The councillor thus resigning may not be re-elected before the period of one year.
