Article L7153-10 of the French General Code of Local Authorities

The territorial collectivity of French Guyana may, under the conditions determined by an agreement with the State, designate public employees of the territorial collectivity to represent it within the diplomatic missions of France.

The territorial collectivity shall offer the public employees mentioned in the first paragraph a system of allowances, residence facilities and reimbursement of expenses that take into account the conditions under which they carry out their duties. The conditions of application of this paragraph are specified by decree in the Conseil d’Etat.

Article L7153-10

La collectivité territoriale de Guyane peut, dans les conditions déterminées par une convention avec l’Etat, désigner des agents publics de la collectivité territoriale chargés de la représenter au sein des missions diplomatiques de la France.

La collectivité territoriale offre aux agents publics mentionnés au premier alinéa un régime indemnitaire, des facilités de résidence et des remboursements de frais qui tiennent compte des conditions d’exercice de leurs fonctions. Les conditions d’application du présent alinéa sont précisées par décret en Conseil d’Etat.
