Article L7224-20 of the French General Code of Local Authorities

Where article L. 7224-19, the decision of the Assembly instructing the President of the Executive Council to award a specific contract may be taken before the award procedure for this contract is initiated. In this case, it must include a definition of the scope of the need to be met and the estimated value of the contract.

Lorsqu’il n’est pas fait application de l’article L. 7224-19, la délibération de l’assemblée chargeant le président du conseil exécutif de souscrire un marché déterminé peut être prise avant l’engagement de la procédure de passation de ce marché. Elle comporte alors obligatoirement la définition de l’étendue du besoin à satisfaire et le montant prévisionnel du marché.
