Article L7253-5 of the French General Code of Local Authorities

International agreements relating both to areas of State competence and to areas of competence of the territorial collectivity of Martinique shall, in cases where the first paragraph of articles L. 7253-3 and L. 7253-4-1 is not applied, be negotiated and signed by the authorities of the Republic. At its request, the President of the Executive Council of Martinique or his representative shall participate, within the French delegation, in the negotiation of these agreements.

The President of the Executive Council of Martinique or his representative shall participate, within the French delegation, at his request, in negotiations with the European Union concerning the territorial collectivity of Martinique.

The President of the Executive Council of Martinique may ask the State to take the initiative in negotiations with the European Union with a view to obtaining specific measures useful for the development of the territorial collectivity of Martinique.

Les accords internationaux portant à la fois sur des domaines de compétence de l’Etat et sur des domaines de compétence de la collectivité territoriale de Martinique sont, dans les cas où il n’est pas fait application du premier alinéa des articles L. 7253-3 et L. 7253-4-1, négociés et signés par les autorités de la République. A sa demande, le président du conseil exécutif de Martinique ou son représentant participe, au sein de la délégation française, à la négociation de ces accords.
