Article L7331-1 of the French General Code of Local Authorities

All the assets, rights and obligations of the department of the region of French Guyana are transferred ipso jure to the territorial collectivity of French Guyana on the date of its creation.

All the assets, rights and obligations of the department and region of Martinique are transferred ipso jure to the territorial collectivity of Martinique on the date of its creation.

The transfer of these assets, rights and obligations is carried out free of charge and does not give rise to any compensation or collection of duties, taxes or levies of any kind whatsoever, to any payment of fees to State agents, or to the payment provided for in article 879 of the General Tax Code.

L’ensemble des biens, droits et obligations du département de la région de Guyane sont transférés de plein droit à la collectivité territoriale de Guyane à la date de sa création.

L’ensemble des biens, droits et obligations du département et de la région de Martinique sont transférés de plein droit à la collectivité territoriale de Martinique à la date de sa création.

Le transfert de ces biens, droits et obligations est réalisé à titre gratuit et ne donne lieu à aucune indemnité ou perception de droits, impôts ou taxes de quelque nature que ce soit, à aucun versement d’honoraires au profit des agents de l’Etat, ni au versement prévu à l’article 879 du code général des impôts.
