Article L7331-2 of the French General Code of Local Authorities

Ongoing contracts and agreements concluded by the département or region continue, after the creation of the territorial authority, to be performed under the previous conditions until their expiry, unless otherwise agreed between the territorial authority and the co-contracting parties. The latter are informed by the territorial authority that it is replacing the original contracting authority. This substitution does not entail any right to termination or compensation for the co-contractor.
