Article L7331-2 of the French General Code of Local Authorities

Ongoing contracts and agreements concluded by the département or region continue, after the creation of the territorial authority, to be performed under the previous conditions until their expiry, unless otherwise agreed between the territorial authority and the co-contracting parties.

The latter are informed by the territorial authority that it is replacing the original contracting authority. This substitution does not entail any right to termination or compensation for the co-contractor.

Les contrats et conventions en cours conclus par le département ou la région continuent, après la création de la collectivité territoriale, d’être exécutés dans les conditions antérieures jusqu’à leur échéance, sauf accord contraire entre la collectivité territoriale et les cocontractants.

Ces derniers sont informés par la collectivité territoriale qu’elle se substitue à la collectivité contractante initiale. Cette substitution n’entraîne aucun droit à résiliation ou à indemnisation pour le cocontractant.
