Article L818 of the French Public Health Code

Advancement to a higher step may be granted by the appointing authority, after consulting the Joint Committee, to staff members who have been awarded a mark higher than the average mark obtained by staff members in the same grade, provided that no more than one in three promotions may be made under these provisions.

L’avancement d’échelon à l’ancienneté minimum peut être accordé par l’autorité investie du pouvoir de nomination, après avis de la commission paritaire, aux agents auxquels a été attribuée une note supérieure à la note moyenne obtenue par les agents du même grade, sans que plus d’une promotion sur trois puisse être prononcée par application de ces dispositions.
