The table is prepared each year by the administration with which the relevant joint committees sit and submitted to these committees, which then act as promotion committees and submit their proposals to the appointing authority.
The promotion table must include a number of candidates equal to the number of posts likely to become vacant during the year plus 50%.
The list must be drawn up by the appointing authority by 15 December at the latest to take effect on the following 1 January. It ceases to be valid at the end of the year for which it is drawn up.
