The following are entitled to take part in the campaign for the referendum, at their request, by the executive of the territorial authority that has decided to organise the poll:
– the groups of elected representatives formed within the deliberative assembly under the conditions laid down by this code;
– the political parties and groupings to which at least 5% of the elected representatives of the deliberative assembly of the territorial authority that has decided to hold the referendum have declared their affiliation;
– for a referendum decided by a commune of less than 3,500 inhabitants, the political parties and groupings to which at least three candidates who obtained at least 5% of the votes cast at the last renewal of the municipal council have declared their affiliation;
– for a referendum decided by a department, the parties and political groupings to which candidates have declared their affiliation whose combined votes have reached at least 5% of the votes cast at the level of all the cantons in the first round of the renewal of the departmental councillors have obtained;
– for a referendum decided by a region, the territorial collectivity of French Guiana, the territorial collectivity of Martinique or a commune of 3,500 inhabitants or more, the political parties and groupings to which at least half of the candidates on a list that obtained at least 5% of the votes cast in the first round of the general renewal of the deliberative assembly of the territorial collectivity have declared their affiliation.
Each elected representative or candidate may belong to only one party or political grouping.
A decree in the Conseil d’Etat shall lay down the conditions for the application of this article.
