Article LO4435-9 of the French General Code of Local Authorities

Under the conditions and subject to the reservations provided for in this chapter, the regional councils of Guadeloupe and Mayotte may be empowered to lay down the rules applicable in the territory of their region in a limited number of matters that may fall within the scope of the law or regulation, with the exception of those listed in the fourth paragraph of article 73 of the Constitution.

Dans les conditions et sous les réserves prévues au présent chapitre, les conseils régionaux de la Guadeloupe et de Mayotte peuvent être habilités à fixer les règles applicables sur le territoire de leur région dans un nombre limité de matières pouvant relever du domaine de la loi ou du règlement, à l’exception de celles énumérées au quatrième alinéa de l’article 73 de la Constitution.
