The Economic, Social and Cultural Council establishes its rules of procedure. It shall elect from among its members, by secret ballot, in accordance with the provisions of these rules, its chairman and the members of its standing committee.
The territorial council shall make available to the economic, social and cultural council the resources necessary for its operation. These resources must, in particular, enable the secretariat for the council’s meetings to be provided.
The territorial council shall make services available to the economic, social and cultural council, on a permanent or temporary basis, in particular to enable it to carry out studies on matters within its remit.
The appropriations required for the operation of the economic, social and cultural council and, where applicable, for the carrying out of these studies shall be the subject of a separate entry in the local authority’s budget. They are notified each year, after the budget has been voted, to the president of this council by the president of the territorial council.
