The local authority’s institutions include the Territorial Council, the President of the Territorial Council, the Executive Council and the Economic, Social and Cultural Council.

When a territorial councillor tenders his resignation, he sends it to the president of the territorial council, who immediately notifies the State representative.
Any member of the territorial council who, without a valid excuse, has refused to carry out one of the duties devolved upon him by the laws shall be declared to have resigned by the administrative court. The refusal results either from an express declaration addressed to whom it may concern or made public by its author, or from persistent abstention after warning by the authority responsible for convening. Any territorial councillor absent from four consecutive meetings of the territorial council within a period of less than four months without a legitimate excuse accepted by the council shall be declared to have resigned automatically by the council at the next meeting.
When the functioning of the Territorial Council proves impossible, the Government may, on its own initiative or at the request of its President, pronounce its dissolution by a reasoned decree issued in the Council of Ministers. The dissolution decree sets the date for new elections. The Government shall inform Parliament of this as soon as possible. In the event of the dissolution or suspension of the Territorial Council, the resignation of all its serving members or the annulment that has become final of the election of all its members, the President is responsible for the dispatch of current business. The territorial council has its seat at the local authority’s headquarters.
The territorial council shall draw up its rules of procedure within one month of its renewal. The rules of procedure may be referred to the administrative court.
The Territorial Council meets at the initiative of its President, at least once every three months, at a location in the community chosen by the Executive Council. For years in which the Territorial Council is renewed, the first meeting is held as of right on the second Friday following the first ballot.
