The Economic, Social and Cultural Council establishes its rules of procedure. Members of the Economic, Social and Cultural Council may receive an allowance for each day of attendance at meetings of the Council and the committees provided for by a deliberation of the assembly of which they are a member. The employer is required to allow any employee of his company who is a member of the territorial council the time necessary to travel to and participate in: 1° The plenary sessions of this council; 2° The meetings of the committees of which he is a member and set up by a deliberation of the territorial council; 3° The meetings of the deliberative assemblies and the boards of the bodies…

Members of the Economic, Social and Cultural Council may receive a travel allowance within the local authority for the expenses they incur in taking part in Council meetings and meetings of the committees of which they are members. The local authority shall bear the cost of the harmful consequences resulting from accidents suffered by the chairman of the economic, social and cultural council in the performance of his duties. Members of the economic, social and cultural council benefit from the same provisions when they are the victims of accidents occurring either during meetings of the council to which they belong, or during the performance of a special mandate.
