The territorial council has its seat at the local authority’s headquarters.
The territorial council shall draw up its rules of procedure within one month of its renewal. The rules of procedure may be referred to the administrative court.
The Territorial Council meets at the initiative of its President, at least once every three months, at a location in the community chosen by the Executive Council. For years in which the Territorial Council is renewed, the first meeting is held as of right on the second Friday following the first ballot.
The Territorial Council is also convened at the request of: a) The Executive Council; b) One third of the members of the Territorial Council on a set agenda, for a period that may not exceed two days. The same Territorial Councillor may not submit more than one request for a meeting per six-month period; c) The representative of the State. The meetings of the territorial council shall be public. However, at the request of five members or the President, the Territorial Council may decide, without debate, by an absolute majority of the members present or represented, that it shall meet in camera, except when the articles LO 6413-3, LO 6413-4, LO 6461-2, LO 6461-4, LO 6461-12, LO 6461-13 or LO 6461-16. The president alone has the police of the assembly. He can have any individual who disturbs order expelled from the audience or arrested. In the event of a crime or misdemeanour, he draws up a report and the public prosecutor is immediately informed.
The minutes of each meeting, drawn up by one of the secretaries, are approved at the beginning of the following meeting and signed by the chairman and secretary. The Territorial Council may not deliberate unless an absolute majority of its members in office are present. A territorial councillor unable to attend a meeting may give a voting delegation for that meeting to another member of the territorial council. A territorial councillor may receive only one delegation.
