Article LO6431-11 of the French General Code of Local Authorities

The meetings of the territorial council shall be public.

However, at the request of five members or the President, the Territorial Council may decide, without debate, by an absolute majority of the members present or represented, that it shall meet in camera, except when the articles LO 6413-3, LO 6413-4, LO 6461-2, LO 6461-4, LO 6461-12, LO 6461-13 or LO 6461-16.

Without prejudice to the powers that the president of the territorial council holds from article LO 6431-12, these meetings may be broadcast by audiovisual means.

Les séances du conseil territorial sont publiques.

Néanmoins, sur la demande de cinq membres ou du président, le conseil territorial peut décider, sans débat, à la majorité absolue des membres présents ou représentés, qu’il se réunit à huis clos, sauf lorsqu’il est fait application des articles LO 6413-3, LO 6413-4, LO 6461-2, LO 6461-4, LO 6461-12, LO 6461-13 ou LO 6461-16.

Sans préjudice des pouvoirs que le président du conseil territorial tient de l’article LO 6431-12, ces séances peuvent être retransmises par les moyens de communication audiovisuelle.
