Article R114-53 of the French Sports Code

Before transmitting the proposals of the Board of Directors mentioned in article R. 114-52, the Director obtains the opinion of the Departmental Director of Public Finance on their nature and financial terms. He then submits these proposals, together with the opinion of the departmental director of public finance, to the region and informs the Minister responsible for sport.

The region deliberates on these proposals. The president of the regional council grants, by decree, the housing concessions by absolute necessity of service or by precarious occupancy agreement with or without standby duty such as they have been set by the deliberation of the region.

Any change in the nature or scope of a concession is the subject of a decision taken under the same conditions and in the same form as the initial decision.

Avant de transmettre les propositions du conseil d’administration mentionnées à l’article R. 114-52, le directeur recueille l’avis du directeur départemental des finances publiques sur leur nature et leurs conditions financières. Il soumet ensuite ces propositions, assorties de l’avis du directeur départemental des finances publiques, à la région et en informe le ministre chargé des sports.

La région délibère sur ces propositions. Le président du conseil régional accorde, par arrêté, les concessions de logement par nécessité absolue de service ou par convention d’occupation précaire avec ou sans astreinte telles qu’elles ont été fixées par la délibération de la région.

Toute modification dans la nature ou la consistance d’une concession fait l’objet d’un acte pris dans les mêmes conditions et dans la même forme que l’acte initial.
