The National Council for the Training of Local Elected Representatives is made up of twenty members.
The members are appointed by order of the minister responsible for local authorities, according to the following breakdown:
1° Ten local elected representatives, namely:
a) Five elected representatives from municipalities with fewer than 20,000 inhabitants;
b) Two elected representatives from municipalities with a population of between 20,000 and 99,999;
> c) One elected representative from municipalities with a population of between 20,000 and 99,999
c) One elected member representing municipalities with a population of 100,000 or more;
d) One elected member representing departmental councils.

> e) One elected member representing regional councils
e) One elected representative of the regional councils and the Corsican assembly;
> Ten leading figures, namely
2° Ten leading figures, namely:
> a) One member of the Conseil d’État
a) A member of the Conseil d’Etat;
b) A magistrate from the Cour des Comptes;
> c) A member of the Inspectorate of Public Finances
c) A member of the Inspectorate General of Administration;
d) A member of the Inspectorate General of Administration;
e) A member of the Council of State
d) A member of the Inspectorate General of Social Affairs;
e) Four professors from the French Ministry of Education;
f) A member of the Ministry of Finance
e) Four higher education professors or lecturers or research directors from the Centre national de la recherche scientifique or similar public bodies;
f) Two qualified individuals.

The elected representatives mentioned in 1° are appointed after consultation with associations representing local elected representatives. The elected representatives mentioned in a, b and c of 1° include at least two elected representatives sitting on a public establishment for inter-communal cooperation with its own tax status.
The members mentioned in 2°, a and b, are appointed respectively on the proposal of the vice-president of the Conseil d’Etat and the first president of the Cour des Comptes.
Exercising management or administrative functions in a training organisation that holds approval pursuant to this title, as well as holding equity interests in such an organisation, are incompatible with the mandate of member of the National Council.
